I have tried to download IE9 but I get a message that I already have it. (I can't locate it) Is IE 10 WDP a slightly modified version... Since IE9, Microsoft has improved (as some would put it) the text rendering in the browser so scaling works much better (see msdn.microsoft.com/en-us/library/hh237264%28v=vs.85%29.aspx), but that hasn't broken Segoe UI until IE11, Check This Out
This looks more like setting a value for tracking instead of kerning. A frantic search on the web eventually lead me to Sub-pixel Fonts in IE9 where it was explained that the conversion from font point sizes to pixel sizes has been inaccurate We also used to Stop all downloading of new fonts in advanced, but they changed that some to allowing fonts in as temps.
