I am afraid that I can't help with your issue, when I shift-restarted it had put me in the restore screen and I could choose older state. After you are done doing what you need to do, simply run MSCONFIG again and remove the check from safe boot and you will be back to normal. Using the site is easy and fun. From there you can go on msconfig and enable all services again.
